German Bundestag Legislative Processes

Description

This collection captures parliamentary procedures of the German Bundestag as interconnected object-centric event logs (OCEL) and corresponding flattened XES logs spanning the 19th and 20th legislative periods (2017-2025). It is based on extensive extractions from the Dokumentations- und Informationssystem für Parlamentsmaterialien (DIP), preserving relationships between processes, documents, positions, and activities for multi-object analysis.

Object-Centric and Traditional Event Data of the German Bundestag

Dataset Contents

  • Period20_procedure_steps_all_additional_event_types.json: OCEL for the 20th period including derived promulgation, proclamation, and entry-into-force events.
  • Period20_procedure_steps_all_additional_event_types_filtered.json: Filtered OCEL focusing on the object types “Gesetzgebung”, “Rechtsverordnung”, “Bericht, Gutachten, Programm”, “Antrag”, and “Petition”.
  • Period1920_procedure_steps_all_additional_events.xes: Flattened XES log consolidating the 19th and 20th legislative periods with the additional derived events.
  • Period20_procedure_sub_steps.json: OCEL detailing only the sub-steps (Aktivitaeten) of the 20th period.
  • raw_data.zip: Complete DIP API JSON exports compatible with the PM4Bundestag Docker tooling for generating custom OCEL or XES logs across the 8th to 20th periods.

Notes

  • Events stem from both Vorgangsposition (procedure steps) and Aktivitaet (sub-steps), with additional event types inferred from available timestamps.
  • Objects are typed using the DIP Vorgangstyp classifications, resulting in 44 object types and 148 event types within the 20th-period OCEL.
  • When redistributing or analysing the data, acknowledge the source as “Deutscher Bundestag/Bundesrat - DIP”.
